This painting is by Stephen McClean. The ship is HMS Caroline, which has been docked in Belfast for about 80 years and is now undergoing restoration. Interestingly it is the last remaining ship which took part in the Battle of Jutland, the greatest naval battle of the First World War, and probably of all time.
